Often "Tier 1" will be used to refer to anything from MC or some ZG gear, not just the armor sets. "Tier 2" would be anything from the tier 2 instances, BWL and AQ. By that standard, the rank 10 (blue) PvP gear would be tier 0, but it's stats are *much* better suited for PvP than other tier 0 gear, and even better than the tier 1 set. the Generals/Marshalls battlegear is roughly Tier 2, but again it is *much* better suited for PvP than the Tier 2 Wrath.
Tier 0 = Full blue sets (Valor and Lieutenant Commander's Battlegear); blue BG rewards; 55+ blue items from instances.
Tier .5 = mixed sets of blue and epic gear; blues with very high item levels; epics with very low item levels. Heroism, the ZG and AQ20 reward sets are good examples.
Tier 1 = Might; BG epics; any epic drops from MC, ZG, or AQ20.
Tier 2 = Wrath; the epic PvP set probably fits here; any epic drops from BWL; some epic drops from AQ40.
Tier 2.5 = Conquerer's; most epic drops from AQ40. "Tier 2.5" is not so much a formal category, but most of the gear has good stats for mixed use rather than being solely for tanking or DPS like the tier 1 and 2 gear.
